Is this based on the Denny O'Neil and Neal Adams story where Oliver Queen becomes addicted to Rohypnol?
One of my major problems with comic book stories is how the general populace of unnamed citizens act in whatever irrational way the plot needs them to act to get some stupid fucking point across. Generally they're all angry at the good guy because that's good fucking drama right there! Heroes doing what is right even in the face of an antagonistic response! It's practically as good as that part where Huck Finn decides to go whole hog into Hell! No wait. No part in literature is as great as that moment. Also I was being sarcastic about that antagonistic populace bit being great.
Everybody is always fearful. Or they're always cheering. Or they're always angry. Whatever is needed by the plot, every fucking single one of them acts in concert with the theme. I don't know why it bugs me so much. How else is the writer supposed to deal with the faceless masses? So in this issue, Sonar explodes one bomb in Coast City based on noise levels and suddenly everybody across the United States decides it isn't worth going out. What the fuck?! When the hell does that happen?! Nobody in Landlocked, Nebraska gives a fuck about a bombing in Coast City no matter how much they say they care in front of other people whom they don't want finding out that they're sociopaths!
But you know who's worse than the nameless masses?! The bit characters who are only interacting with the hero to voice some stupid fucking belief that paints the hero as an asshole! Like Hal's brother Charles! Or whatever the fuck his name is. Lambert or something. Um, anyway, Sonar won't be around for awhile now because his plan was foiled and next issue Parallax is back, you dig?
In summary, this issue was as boring as the Neal Adams Variant Cover!
